Everything Changed in 2026 | Here Is What You Need to Know
If you are getting ready to take your practical driving test, the booking process is different from what it used to be. The DVSA introduced three major changes in 2026 that affect how you book, who can book and how many times you can change your appointment. These changes were designed to crack down on third-party services that were buying up test slots and reselling them at inflated prices, but they also affect everyday learners and driving instructors.
The short version: you must now book your own test, your driving instructor cannot do it for you, and you only get two changes per booking before you have to cancel and start again. If those rules are news to you, keep reading this guide covers everything step by step.
What Changed and When
Three rules came into effect at different dates in 2026. All three are now active.
31 March 2026, Two-change limit
You are now limited to a maximum of two changes per booking. A “change” means any modification to the date, the time or the test centre or a swap with another learner. Even if you change the date and the centre at the same time, that still counts as one change. Once you have used both changes, you cannot make any further amendments. Your only option at that point is to cancel the booking entirely and make a new one.
What does not count as a change: updating your contact details or address, adding or removing your instructor’s personal reference number, and any changes initiated by the DVSA (for example, if your test is cancelled due to bad weather). If the DVSA cancels your test, your two changes are reset.
12 May 2026, Learner-only booking
From this date, only the person taking the test can book, change, cancel or swap a practical driving test. It is now against the law for anyone else to do this on your behalf. That includes your driving instructor, your driving school, a family member acting independently, or any third-party booking service or app.
There is one exception: someone can help you with the technical process of booking (sitting next to you, helping you navigate the website), but you must be present, the booking must be made using your personal details, and you must be the one who confirms that you are the candidate.
If you already had a test booked by your instructor before 12 May, that booking is still valid. But your instructor should have given you your driving test reference number so that you can manage the booking yourself from now on.
9 June 2026 Geographic restriction on changes
If you book a new test from 9 June 2026 onwards, you can only move it to:
- Any of the three centres nearest to where your test is currently booked, or
- The test centre you originally booked at on that booking
This stops the practice of booking a test at a quiet centre with a short wait and then moving it into a high-demand area once the slot is secured. You can still book your first test at any centre in Great Britain, the restriction only applies when you try to change the booking afterwards.
What You Need Before You Book
Have these three things ready before you start. The booking takes about 10 minutes if everything is in order, but it will stop you dead if anything is missing.
1. Your provisional driving licence number
This is the 16-character driver number printed on the front of your photocard provisional licence. The DVSA booking system uses it to confirm your identity and check that you hold a valid GB provisional.
If you do not have a provisional licence yet, you need to apply for one through the DVLA at gov.uk/apply-first-provisional-driving-licence. It takes about a week to arrive if you apply online. You must be at least 17 years old to drive a car on public roads.
2. Your theory test pass certificate number
You must have passed your theory test before you can book a practical test. The booking system cross-references your theory pass in real time, if it cannot verify it, you will not be able to proceed.
Your theory test pass certificate is valid for two years from the date you passed. If it expires before your practical test date, your practical test will be cancelled. This matters because waiting times at many centres are now 10 to 24 weeks, if your theory pass is close to expiring, book your practical test as soon as possible and check regularly for earlier cancellation slots.
If you have lost your theory test pass certificate number, you can retrieve it through the DVSA’s records system at gov.uk/find-theory-test-pass-number.
3. A debit or credit card
The test fee is:
- £62 for a weekday test
- £75 for an evening, weekend or bank holiday test
This is paid at the time of booking through the gov.uk service. There is no additional admin fee when you book directly through the official site.
How to Book — Step by Step
Step 1: Go to the official booking service
Open gov.uk/book-driving-test in your browser. This is the only legitimate way to book a practical driving test. Do not use third-party websites. they either charge unnecessary extra fees for doing exactly what you can do for free, or they may now be operating illegally under the new rules.
Step 2: Enter your details
You will be asked for your provisional driving licence number and your theory test pass certificate number. The system verifies both in real time. If your theory pass has expired or your provisional licence is not valid, the booking will not proceed.
Step 3: Choose your test centre
Search by postcode to see available centres near you. You can book at any DVSA test centre in England, Scotland or Wales, there is no requirement to test near your home address.
When choosing a centre, consider three things: the pass rate, the waiting time and how familiar you are with the roads around it. A centre with a higher pass rate but unfamiliar routes may not be a better choice than one you know well. Step 4: Pick a date and time
The DVSA releases test dates up to 24 weeks ahead. Popular centres in London often show nothing available for weeks, that is normal. Book the best date you can find and then check regularly for cancellation slots that open up as other learners reschedule.
Step 5: Add your instructor’s reference number (optional)
If you have a driving instructor, you can add their ADI personal reference number to your booking. This lets the DVSA check your instructor’s availability and helps coordinate test day logistics. Adding or removing this number does not count as one of your two changes.
Step 6: Confirm and pay
Confirm that you are the person who will be taking the test (this is a new legal requirement) and pay the fee with your debit or credit card. You will receive a booking confirmation by email with your test reference number. Save this — you will need it to manage your booking.
How to Get an Earlier Test Date
With average waiting times sitting around 12 to 22 weeks depending on your area, many learners find that their first available date is months away. Here is how to bring it forward.
Check the DVSA booking service regularly. Cancellation slots open up throughout the day as other learners cancel or reschedule. There is no set time when slots appear, you simply need to check frequently. Log in to gov.uk/change-driving-test and search for earlier dates at your centre or nearby centres.
Be flexible on day and time. Tuesday and Wednesday mornings tend to have the most availability. Saturdays and early mornings fill first.
Check multiple centres. If your nearest centre has nothing, try centres slightly further away. Remember that from 9 June 2026, once you have booked, you can only change to the three nearest centres or your original centre, so it is worth getting the right centre first time if you can.
Do not use third-party cancellation finder apps. Since 12 May 2026, most of these services are operating in breach of DVSA rules. Using them risks your booking being cancelled and could result in further action from the DVSA.
Book early, even if you are not test-ready yet. If your instructor estimates you need another 10 weeks of lessons, book your test now. By the time the date arrives, you may be ready. If you are not, you can use one of your two changes to push it back. But if you wait until you feel ready before booking, you will add another 12 to 22 weeks of waiting on top.
How to Change, Cancel or Swap Your Test
Changing your test
Log in at gov.uk/change-driving-test. You can change the date, the time or the test centre. Remember: you only get two changes per booking, and each change, whether it is a new date, a new centre or both at once, counts as one.
After 9 June 2026, you can only move your test to the three nearest centres to your current booking or back to the centre you originally booked. You cannot freely move a booking across the country.
Cancelling your test
You can cancel at any time. If you cancel with at least 10 full working days’ notice before the test date, you will receive a full refund. If you cancel with less notice, you will lose the fee.
Refunds are returned to the original payment method, the card you used to book.
Swapping your test
The DVSA still allows test swaps between learners. However, a swap counts as one of your two changes. Both learners must agree to the swap through the official system. Under the new rules, only the learner themselves can initiate a swap, your instructor cannot do it for you.
What Your Instructor Can and Cannot Do
The new rules significantly change the role of driving instructors in the booking process. Here is what applies now.
Your instructor CAN:
- Advise you on which test centre to choose
- Tell you when they think you are ready to book
- Help you prepare for the specific routes at your chosen centre
- Add or remove their ADI reference number from your booking (this does not count as a change)
- Manage their own availability in the DVSA system so that the booking service can check whether they are free on your test date
Your instructor CANNOT:
- Book a test on your behalf
- Change, cancel or swap your test
- Use your login details to access the booking system
- Use any third-party service to manage your booking
This means you need to take ownership of the booking process. Your instructor can guide you, but the clicks, the confirmation and the legal declaration that you are the candidate all have to come from you.

Common Mistakes to Avoid
Booking before you have passed your theory test. The system will not let you proceed without a valid theory pass certificate number. Do not assume you can book the practical first and pass the theory later.
Letting your theory pass expire. Your theory pass is valid for two years. If your practical test date falls after the expiry, the test will be cancelled. With waiting times of 12 to 22 weeks, check your theory expiry date before you book and leave yourself enough margin.
Using a third-party booking service. Since May 2026, most of these are operating illegally. The DVSA has already suspended over 1,178 provisional licence numbers where unusual booking activity was detected. If a service promises to book or swap your test for you, it is likely breaching the rules, and your booking could be cancelled as a result.
Wasting your two changes. Each change is precious. Do not change your test date because you feel nervous, that is normal. Only use a change when your circumstances genuinely require it (illness, a major schedule conflict, your instructor advises you are not ready). If you burn both changes early, you have no flexibility left.
Booking at the wrong centre to save time. If you book at a distant centre just because it has a shorter wait, remember that from 9 June 2026 you can only move your booking to three nearby centres. If you later want to move it closer to home, you may not be able to.
Forgetting your provisional licence on test day. The test cannot go ahead without your photocard provisional driving licence. No licence, no test, no refund.
